Click the Security Settings button, and in the Security Properties dialog box, select Encrypt message contents and attachments. Click OK, and then close the Message Options dialog box. Compose your message and send it.
Please provide us more information to understand the issue better:
1) What do you mean by, ‘voltage send secure button’?
2) What happens when you normally try to send emails from Outlook?
3) Are you getting any exact error message?
4) Mention the type of email account configured in Outlook (POP3, IMAP, Exchange ActiveSync (EAS) or Exchange Server Account)?
Please post to us with the required information to understand the issue better.

No my question was not resolved, because the update KB3114409 was the culprit. Not only does this update make Outlook start in Safe Mode, but it also made the Send Secure Voltage button in New Email disappear. The work around is to delete the update, but this is starting to be a big problem, because the update keeps coming around and then we have to go and delete it again. Does Microsoft have a fix yet? Can you please advise on how to fix this?
